Born in Baku in 1981. A graduate of the Law Faculty of Baku State University, he has taught at its Constitutional Law Department since 2006 — associate professor in 2015, Doctor of Legal Sciences in 2019, professor in 2022. Since September 2020 he has headed the Department of State and Constitutional Law at the Institute of Law and Human Rights of ANAS. His research covers constitutional law, administrative law and procedure, parliamentary law, advocacy law and municipal law. He founded the “Sirius” Law Office on 10 February 2022.
